Pine Hill Park's construction began in 1921 after a man named Henry O. Carpenter sold what was regarded as one of the best parts of Pine Hill to Rutland City. In 1931, the city hired workers to create roads, prepare trails for foot traffic, and take away burnt and rotting trees. Sports and recreational areas were completed by 1977. Numerous trails and bridges were added in the 2000s.
